I have a development Solution Manager system (maxdb) I'm using for a POC. Basically only one or two users on at time and I'm not doing heavy lifting as far as processing with it.
I've got an on-prem server that I'm running right now - but some of my developers are complaining about performance. Definitely a network problem on that end.
Anyone used one of the free tiers of cloud(AWS, Azure, Google) for something like this? Sizer is giving quite a bit bigger than the free tiers - but I literally won't have that much activity. I might be able to pay some - but I'm a start up with little cash. Anyone with any experience?

I don't think any of the free tiers on cloud platform would be enough to host Solution Manager. Based on my experience with SolMan I wouldn't recommend to run it on anything smaller than 16GB of memory and 4 cores even for a very small workload.
Microsoft Azure gives a 200USD credit for new users, maybe you could use that? It would allow you to run a D8s_v3 VM which has 8 cores / 32 GB of memory for around 200hours. Be careful with the storage - while you can stop the VM and stop paying, you always pay for the underlaying disks. You can also start with a smaller VM size, which will be cheaper (or try to use the B-series VMs, but I can't guarantee what performance could be achieved)
