Solman 7.2 install Diagnostics Agent Authentication error

I am currently installing Solution Manager 7.2 SP 17.

In the Installation Guide：Infrastructure Preparation - 2.3 Diagnostics Agent Authentication section

I generated a certificate and it failed to register.

Can you tell me what the problem is?

In addition to my comments above please check this note as well:

3377143 - Diagnostics Agent on Windows does not connect with errors: <SMDAgent_directory>\configuration\secstore.properties (Access is denied)
