Hello Dear Experts,
I am trying to create a software component to develop multitenant SaaS products in the partner demo development system. However, I get an error like the one below.
SCLM(Software Component Lifecycle Management) application is not configured in the current business tenant
https://userapps.support.sap.com/sap/support/knowledge/en/3530333
This is what SAP said about the error. In this case, we seem to be unable to create a software component, but is there a different way we can proceed? I wanted to ask you about something that can be done to create a software component.
Or do we need a different partner system so that we can create software components for our developments?
If we create a development package with the namespace we have previously registered in our partner development system and develop it with the ZPARTNER software component, will we have problems in the future when offering this product as a multitenant SaaS application? How should we proceed?
Reasons for Necessity:
Dear @FrankJentsch, your valuable comments and suggestions will make a great contribution. Thank you very much for your support.

Hello @Abdurrezzak
Thank you for your question. I will offer a clear and precise clarification about your development environment and how to create a software component.
The issue you are experiencing is specific to the type of system you are using. The Partner Demo Development Tenant (TDD) has certain limitations that prevent the creation of new software components. This is intentional, as these tenants are configured for demonstration purposes rather than full-scale product development.
As the SAP Knowledge Base Article you referenced explains, your system is restricted to two predefined components: ZPARTNER for multi-offering development and ZLOCAL.
Recommended Course of Action
To continue your development, you should utilise the existing ZPARTNER software component. This component is specifically designed for developing multitenant SaaS products within this environment. Using it will not cause problems when offering your product in the future.
Once your development is complete, you will use the Landscape Portal to create a product that bundles your solution for deployment to other systems and customers’ accounts.
