Skipping WorkZone User Creation

Hello,

We are following the guides to install Joule and encountered an issue.

We are on step 3.1 of this step where we 

"run the SAP Source System Job to synchronize or replicate the SAP S/4HANA Cloud content to the SAP Work Zone. In your SAP Cloud Identity Services, navigate to Identity Provisioning -> click on Source Systems -> select your Joule source system -> click on Jobs, and select Run Now for Read Job."

The provisioning page shows successful Reading of Groups and Users from the Source system (S4 Hana) BUT is skipping the user creation in SAP Workzone. 

We are unable to proceed with the next step. Please assist as soon as possible.
