I would propose the followiong:
1. First go to your BTP Global Account, to the menu on the left hand side, select option "Service Assignments" and just start typing "Integration Suite" in the search bar in the main part of the screen. If you see the SIS Basic here, simply you need to assign it to the BTP Subaccount where you want to use it.
2. If you still don't see the SIS Basic here, then please check how did you buy the SIS Basic? Was it via partner or via SAP Store?
3. If it was via SAP Store then there is a big chance that you have the SIS Basic on different BTP Global Account than all the other services. You should check if you have more than one BTP Global Accounts and if so, check all the Global Accounts if the SIS Basic shows in one of them.
4. If you bought the SIS Basic via SAP partner, then ask the partner to check the contractual paperwork what Entitlement Set / Global Account was specified - there is also a chance that the SIS Basic landed in different BTP Global Account than other your BTP services.
5. In the case you definitely have just one BTP Global Account and the contract says the SIS Basic should appear in this one BTP Global Account, or you have more than one BTP Global Accounts, but there is definitely no SIS Basic in any of them, please ask your partner or your SAP Account Executive to check what happened, as something wrong must have happened during provisioning done by SAP provisioning team. In this case you can also rise a support ticket.
