SAP DATA INTELLIGENCE Data Quality Best Practice

Hi All,

I look lots of article about Data Quality Rules Management, I could not find best practice about the DQ managements.

Lets assume there are 2 tables, 3 Masterdatas and, 4 KPIs as shown below and in the picture rules are given.

first approach can be creating 1 rulebooks for each table also in the picture.

second approach can be creating 1 rulebooks for each field also in the picture.

What would be the best practice about the situation ?
