Role has been creadted for dataset create access. connection also shared to the associated team. Still user is not able to get the dataset create option for the user. Could you please help us here what extra is needed.

Check if the permission at folder level is also given. Select the folder >> Share >> Then you have permissions that should be granted accordingly.
