Technical environment: SAP Crystal Reports runtime engine for .NET Framework 4 (64-bit) version 13.0.1.220 running on Windows Server 2016 Standard 64-bit. Installed the 64-bit Oracle 12c ODAC .NET drivers.
Trying to connect to an Oracle 12c database.
The report runs successfully in Crystal Reports 2016 SP5 running on a Windows 10 workstation. It is a simple report with no parameters or sub-reports, using an OLE DB (ADO) database connection. It also works with the Oracle Server database connection.
When we try to run the report in a web-based application using the runtime engine, it fails with the error message shown in the subject line above. I have searched all over the SAP site and the internet but I cannot find a solution.
