I am implementing Master Data Governance for Material, and the configuration in under process.
I am done with the configuration mentioned but I have doubt in the configurations for Rule Based Workflow.
I wanted to know whether this step mandatory or optional ?
Request clarification before answering.

Yes it is mandatory, you have to configure the steps in the BRF+ workbench with respect to the type change request you created.
1. Execute Create Steps for rule based workflow from MDGIMG.
2. Specify the type change request and under the decision tables you start configuring the entries.
3.If you have agents and steps to be determined dynamically then you need to define a service name and this service name must be used as a filter parameter for the badi implementation which you can find under Badi's section of rule based workflow.

When you create the change request, in that record definition you mention the SAP Workflow that you will be using for the change request. If you see the workflow number for CR MAT01 (Distributed by default), that is the WF id assigned to rule based workflow.
Now if you have mentioned that WF id, you need to configure your process via the BRFplus workbench, which can be opened from IMG, under rule based workflow, in process configuration for MDG.

As you are using SAP MDG for material you need to go for rule based workflow. i.e. BRF+ code.
Inside BRF+ code you have decison tables in which you can assign the next and previous steps of the workflow and also assign the agents to that workflow(i.e the user who handles the request).
Also, in decision tables you can assign the pocessors to the workflow.
