Rollout Workflow For Multiple System

Hi experts

Currently, i'm looking for a solution on Workflow topic for below scenario:

I have one main system, or we're called the central system and many local systems, each system have a different namespace/prefix/number range.

Now, i want to rollout a workflow from central to local systems, so we facing some issues like: override the workflow in local system due to the different in number range between central & local system.

We tried with option export and import via XML, but the Step ID and Task ID also need to create manually.

I hope that our experts can share some ideal/solution/experience for this scenario, or we only have one way that to create the same workflow for every local system manually.
