Project phase cycle creation with Dev and Virtual systems

Dear SAP community,

Need guidance on below situation. Migration to RISE project:

Maintenance Landscape:

DP1 --> QP1 --> SP1 --> PP1 (Domain_DP1)

Project Landscape:

For now,

CP1 --VP1 (VP1 is a virtual system) (Domain_CP1)

Project team has asked a development phase cycle to be created. 

Question:

Can i create a phase cycle with CP1 and VP1 to begin with, so changes made by developers are attached to charm documents? CP1 and VP1 will be on Development branch of logical component. Then when SP1 gets upgraded move SP1 from maintenance branch to Development branch. When Production gets upgraded move PP1 from maintenance production branch to development production branch?

Any issues with this approach? Any recommendations or any better way to do this?
