From only 2 screenshots it is quite difficult to find out what is causing this issue.
It seems to me that some initial wizard was not run. Is the issue happening after upgrade, or install, or system copy?
This is a typical error after upgrade, if this is the case please check below Note:
1321868 - Configuration Wizard: PI Upgrade
Question 6: I receive the following error message in step "Get PIAFUSER from Exchange Profile":
Error: Catching DBException: 'RFC call returned an error code: 399'.
If not, I would still suggest you to check what are the CTC wizards available.
