I am not sure what "the URL link automatically enters" means. I don't know about anything about the service.
In general, the service consumer/client must authenticate to use the service. See https://help.sap.com/doc/saphelp_em92/9.2/en-US/48/c7c062da5e31ebe10000000a42189b/frameset.htm for login options to sicf.
Best via X.509. Do not use anonymous login. There might be exceptions. It is not relevant if you are on a dev test or prod system. You never know the options to jump from dev to prod.
