Hi,
what do you mean by "implement SAP BTP Cloud foundry in Customer Cloud (aws or Azure) data center"?
In case you mean by that deploying SAP BTP CF in an already existing customer owned awz / Azure account directly running and operated by the respective Cloud provider - then no.
SAP BTP is a PaaS offering operated and managed by SAP ( Shared Responsibility Model Between You and SAP - SAP Help Portal)
As customer you need a BTP Global Account (Enterprise Account), for this SAP BTP Global account you can create subaccounts and within a BTP subaccount you can enable SAP BTP Cloud Foundry environment.

[Basic Platform Concepts - SAP Help Portal]
A BTP subaccount is provisioned into a SAP BTP region. "Regions are provided either by SAP or by our Infrastructure-as-a-Service (IaaS) partners Amazon Web Services (AWS), Microsoft Azure, Google Cloud, and Alibaba Cloud. The third-party region providers operate the infrastructure layer of the regions, whereas SAP operates the platform layer and Cloud Foundry.
For an overview of all available regions, see SAP Discovery Center
" [taken from Regions - SAP Help Portal]
So the infrastructure where SAP BTP CF runs on might be a aws / Azure / GC or alicloud data center, but the platform is managed and operated by SAP.
I highly recommend to go through the Guide for SAP BTP on SAP Business Technology Platform - SAP Help Portal where the underlying concepts are explained. Here you can also find details on the Cloud Foundry Environment and the Regions and API Endpoints Available for the Cloud Foundry Environment
Furthermore, for Migration von BTP NEO to BTP Multi-Cloud you might also check this SAP help documentation:
Hope that helps and clarifies a bit the set up for SAP BTP.
Best regards, Marco
