Integration Cell Runtime in SAP Integration Suite

In reference to the Integration Cell Runtime  - can you please help with the  following queries:

• Is the Integration Cell Runtime / Configuration available for use as part standard licensing in SAP Integration Suite (or enhanced/premium required).
• Is there any impact to existing SAP APIM + Cloud Integration scenarios if the Integration Cell Runtime is activated and used for new interfaces.
