Hi,
Here we have requirement that from source system 6000 idocs are getting posted in XI. now to the target we have send only the 2 idocs
1st IDOC has from 1 to 3000 & 2nd IDOC has from 3001 to 6000
Is it possible without BPM?

You need to collect the IDOCs as per the packaging concept and then you may validate the IDOCs in mapping that to be send on receiver Side.

there are many ways you can achieve that without a BPM
(and BPM should actually never be used in that case)
1. you can use sender IDOC adapter packaging described in my blog
/people/michal.krawczyk2/blog/2007/12/02/xipi-sender-idoc-adapter-packaging
but for this you need EhP1 for 7.0 or the same for 7.1
2. you can collect then using IDOC file port as per Stefan's blog
/people/stefan.grube/blog/2006/09/18/collecting-idocs-without-using-bpm
this does not require anything on XI so the oldest release can be used
