if you have a working rfc connection in your ABAP system you can use transaction /snote to download and implement most of the SAP notes automatically in your R/3.
If you already know the Note Number you are trying to open, go to the Right hand Top corner, give the Note Number next to the Text Field 'Number' and click the go button next to it.
