How do I set predetermined settings?

Under preferences chapter of the admin guide it says "Administrators can set the system to predetermined settings". How?

I have looked in about every manual I can think of from the admin guide, deployment, installation, and no metion on how to do this.

Reason I am asking some of the user preferences are not coming over from XIR2 -> 3.1 completely. The security is OK on all the objects and the reports and dashboards came over intact, so figuring out how to move the preferences correctly would complete this process..

Thanks for any help, and yes I have even opened a message on support asking the same questions.

Which Admin Guide are you referring to? I checked both, XI R2 and XI 3.0 admin guides and I am unable to find the preferences chapter. Could you please inform?
