Functional differences between BOI's and API's

Hello experts,

I need to update some header fields of outbound delivery but BOI has not functionality about it.

https://api.sap.com/bointerface/I_OUTBOUNDDELIVERYTP 

But on the other hand, api can make it...

Actually this is not only difference between them.

You can not update outbound delivery item' s batch by using boi but api can do.

You can not post goods issue by using boi but api can do...

Why there is differences between boi and api?  

Am I missing something? Maybe I can not find correct boi for my requirements.
