The functionality you have illustrated is not available with the standard Design Studio chart component. You could try the following options:
1. As a workaround, create 2 charts with suitable spacing between the columns and overlay them: one chart for the actual data and the other chart for the variances;
2. Perhaps the standard Waterfall Chart might get you closer to what you need?
3. You can review the SAP Analytics Extensions Directory for partner developed add-on charts that may meet your requirements.

If your requirement is to show two different colors in same chart, Please referrer the below blog,

Using CSS we can achieve it or else based on the data we can achieve it. we have option in the properties got to CSS --> Binding --> Data cell binding option there you can use customize functions.

Thanks for your reply. It is not about showing two different color. As you can see the third column in the screen is not sitting on the X-axis but is floating above the point where the second column reaches its max height.
Any thoughts on how to achieve this. This is a standard functionality available in Excel.
