I have create an empty change request. Then the empty change request How could be(where) I have assigned to a user in the next step.

Request clarification before answering.
Hello Nikhilesh
if you have a change request created, it should have the status "To be Executed" and you should be the user responsible for this step.
Now, it seems you are uploading master data in the staging area first and hence this is happening for you. So, once the status of the changerequest is properly set and it comes to you for processing, you can start upload once again.
1. locate and attache the upload file.
2. choose staging area option
3. it will ask for the change request number, in which the change request with "To be executed" should be provided.
this should resolve your issue.
thanks
Rahul

Hi Nikhilesh,
There could be 2 reasons,
1. you are not included in the list of people/role.. who can process/approve the request. you need to add your user to the step based on the type of the workflow.
In case of rule based :Go to MDGIMG -> process modelling ->workflow -> Rule based workflow ->Configuration rule based workflow.
incase it is general workflow, Go to MDGIMG ->process modelling ->workflow->other MDG workflow -> assign processor to CR step no.
incase you have defined your custom workflow, use PFTC (info is found on google) txn and go to the corresponding step and check how is agent determination is done. add your user accordngly.
Once done, you create a new CR. you re-run the upload process. In the next step, you would see a popup to select the change request you just created.
2. incase if one of the master data object/objects are already locked in an open change request and you are not authorized to process it further.

Hi Nikhilesh,
Please check for the following:
3. Check the workflow that is assigned for the change request type you are using. The workflow
used should have all the steps defined.(For CR Processing, Finalizing, revision etc.)
Go to MDGIMG ->process modelling ->workflow->other MDG workflow
-> Define Change Request step no.
4. Assign your user as a processor to the CR Step no.
Go to MDGIMG ->process modelling ->workflow->other MDG workflow
-> assign processor to CR step no.
5. Now createchange request with the change request type and upload file with unique data.
If the object already exists in any of the open change request, your file upload will show error.
