Try to upgrade to SAP GUI 760-PL4 and to latest ALD11-PL11

I am in SAP GUI 760-PL4 and i have no issues, try to check your PL level and revert.

Are you able to open ALCD 11.0 as a stand alone to check if the tool is correctly installed before checking from within GUI in SFP?
?

Could you share what the Long Text states as well?

The forms design tool for developing the form layout could not be started; either it is not installed or there are errors in the installation.
Make sure that you have the forms design tool installed on your desktop (the tool is part of the SAPGUI installation).
Also read SAP Note 1121176.
I have gone through this note but it is not useful in my case.
