Error during Java upgrade in phase Undeploy Post-Undeployment Components

We are updating our Java system fron SAP NW 7.5 SP 32 to SP 34.

Error has been encountered in phase Undeploy Post-Undeployment Components

It is skipping these components:

- [Skipped] : sap.com_tc/jax-rs/primary, sap.com_tc/odata4j/primary,

Undeployment of component sap.com/tc/jax-rs/primary is rejected because undeployment of other component it depends on is rejected.

I already tried regenerating a new stack but the error is still the same.

Any idea how to solve it?
