Error during importing content

While trying to import content from one tenant to another I've got an error (see the image). What could be the reason for this error?

From the error screenshot it looks like you do not have sufficient privilege on the Data Action Object Create project from template. Just see what access rights you have on that object and the folder where its exists.

I'm the owner of that data action and the folder both in the source and the destination tenant.

I noticed that during the export/import process, the ID of the objects on which the import failed had been changed

The ID of the data action with an error in the export tenant differs from that included in the export package. For the object successfully imported the IDs are identical.

What could be the reason for this change? I guess this difference causes the failure of the import
