Does support for Exadata Cloud Service include multi-cloud deployments (AWS, Azure, GCP)?

Note 2614028 - "SAP NetWeaver with Oracle Database Exadata Cloud Service" describes the products that are supported with Exadata Cloud Service. However, does not go into detail on if this is applicable when deployed in mutli-cloud environments (at AWS, GCP, Azure) in addition to OCI.  Are these environments supported if, for example, a customer deploys the database using Exadata Cloud Service at AWS with NetWeaver deployed on EC2 connecting to it? Same question for ECC,
