Developer license to create a namespace

We need to create a Namespace for our development environments. 

We are requesting a namespace for use in ECC6 and S/4HANA Private Cloud development. None of our registered systems reflect this environment, so we have selected the closest available system for submission purposes.

Help docs suggest that this is related to component XX-SER-DNSP, and looks like DIGITS could be the license needed. Is this available self-service via me.sap.com?

To check the required license materials for namespace request, please kindly refer to KBA 3113391 - Reasons why creation of a Development Namespace is not possible - SAP for Me.

To get the missing license materials, please kindly contact your SAP Account Manager. If you have no idea who is your SAP Account Manager, please contact the CIC team per KBA 2626344.
