Deployment Wizard shortcut creation

After converting the Deployment Wizard ISM to a MSI and adding program shortcuts to our new cross-product deploy installer, no shortcuts get created and nothing is reported in the installer logging and no errors are reported.

The Sybase wizard creates an abbreviated installer project that doesn't include the CreateShortcuts action. Open the "Custom Action and Sequences" form and insert a new Standard Action in the Installation execute list, typically after InstallFiles at sequence number 4500.
