Do you mean a new login client, like 100, 200, 000?
If yes, this is not really a NW Client/Server Technology (CST) question.
This is a question to the Client Copy / Transport area from the ABAP system (SAP OSS component BC-CTS-CCO).
Anyway, just access the transaction SCC4 and create the new client.
You must also enable the "SAP*" user and logon with it, at the new client, and use the transaction SCCL to perform a local client copy.
The procedure would be the same as when you install a new SAP system. Refer to the installation guides here.
