Connectivity Steps for connection to SAP from C++ program

I have NW RFC SDK installed and I am using sapnwrc.h file inside C++ program.

What steps need to be completed before calling rfcpenconnection()?? How sapnwrfc.ini file works? Is it important to register program under TCP/IP connection? How program ID works?
