My slight nuance is...
As far as I can tell (I am no expert). Any developer can use any security material that is configured in the tenant that they have access. This seems like a security hole. I did not see how Access Policies could help.
To be clear... I am asking about use of the security material in an iFlow vs. viewing/editing the security material in the UI.

Request clarification before answering.
You can use access policies to restrict certain developers from modifying the iflow itself. That way, even though they have access to use security material, they would not be able to modify the iflow to use those creds.
