We received the mail notification about a new cloud installation that was created, but not initiated by myself, or the tenant administrator.

Could you please look into what was created and who it was initiated or authorised by.

Kindly know cloud installations are created via cloud order/contract and maintained only by SAP. 

If you need help with any of the cloud installation topics, pls kindly contact your SAP Account Manager. If you are not sure who your SAP account manager is, feel free to contact the CIC team per KBA 2626344.
