What is cloud cost management services?

I'm not aware of any BTP service with that name.
Perhaps you are referring to the following service, which is used to obtain the data from your BTP account about service consumption so you can create your own reports:
If not, could you please let us know where this service name is mentioned?

If look at the BTP Discovery Center website, you will be able to search for this particular service and check whether it has costs associated with it or not. Each service will have beside an icon and its name a flag for either: "free tier", "trial", "always free", "no flag". Free tier and trial will have some restrictions applied (each service will have a different one) whereas "no flag" means you should check the license model and metric. On the other hand, there are services that have no cost at all such as the Usage Data Management Service - which is marked as "always free".

To the best of my knowledge the services listed on the discovery center are the ones you would see on BTP under "entitlements". However, there are services that are implicitly added to a subaccount whenever you enable Cloud Foundry - such as routes, destinations, etc. - for which its amount is based on the amount of memory you assign via entitlement. And you could also account for the services that run as BTP subscriptions. Other then those, there are no "special" services or entitlements that aren't listed on the discovery center. Therefore, as a rule of thumb, you should be able to at least find the service you are looking for on either the discovery center or on BTP's help pages - which I was not able to find any with the mentioned name.
The original question posted here by dhruv007 isn't clear to me because there is no BTP servicer under that name and neither there are any SAP SaaS solution that could be subscribed to on BTP. That's the reason why I asked for more details or to point us to where the name has been seen so we can look it up and gather more information about it.
As far as I know we don't use that particular name anywhere.
