chang request content not activated after rule based parallel workflow finished

Hello Experts, In our MDG system has such a scenario： using a rule based parallel process workflow to auto-process type-4 entity records from other business system, no user to check or approve the content. in most time, it works well.

however, in sometime, two requests arrive with about 1 second interval, adding diffent record to the same type-4 entity of the same master data record. finally, there is records with value 0 in field [Active/Inactive Data Record] for thte master data record after the two change requests completed, no workflow error log foud.

how to solve this issue?
