Can't create a bot

I'm trying to create my first bot following the tutorial

https://developers.sap.com/tutorials/cai-bot-getting-started.html

But after clicking the Create button, a warning message comes out says

"Request can not be processed with your role".

Have I missed anything before I should begin the tutorial?

By the way I having found where to select "Non-vulnerable" as the tutorial.
