Can CDC (Cross Database Comparison) edit/create data in the source data managed systems?

Hello,

Please confirm if CDC (Cross Database Comparison) have ability to edit/create data in the source data managed systems?
We are trying to asses if the background user has the ability to alter/create data in the managed systems.
Can it be confirmed that CDC is only a tool that reads data from managed systems and does a comparison of the data and does not have the ability to alter data in the managed systems in anyway using the background user?

CDC is an application to compare data, we confirm we do not change any data on managed systems.
