Is it possible to install data services and not do the SAP CMC configuration step? My client does not want to do this and he wants to check if the installation can be done without this step?

If you want to install Data services 4.x on or later versions , we need IPS/BI platform should be installed before data services installation. If you don't want to use IPS/BI then you have to go for older versions before 4.0 like 3.2 etc.

documents all compatible versions of BOE/IPS. So you could use IPS or BO.

As Charles told it is not good idea to use versions not covered under maintenance. But there is no choice to escape from without using CMC ,if we use latest versions of Data Services.
You no need to Install the SAP BO completely. in your project you are using SAP BO then utilize the SAP BI platform.
If you are not Using SAP BO then we have to install the Information Platform Services ( IPS) .
IPS called as mini BI and it contains only required features of SAP DS and SAP Information Steward. It doesn't need license . It comes along with embedded license .
If you don't have SAP BO then best option is IPS + SAP DS.
Even if you have SAP BO also IPS+SAP DS installation on server is good recommendation.

During installation there is also an option to Skip configuration of CMC. If you skip configuration it will not install the Data Services components to the CMS.
