what is the actual release / level which is recommended for BI_CONT?

Go to service market place -> downloads -> support packages -> my company application -> BI CONT

you can get the latest version and level of the Bi content.

SAP people will say the latest release and level. If you're on BW 7.0 that would be BI_CONT 704 SP3 and if you're on BW 7.1 it would be BI_CONT 711 SP2.

If you're just starting your BW deployment, then going to this level from the onset would be recommended. However, if you're looking to upgrade from an older release and/or level, then you should take a look at the Release Notes in the various BI Content sites on the SAP Help Portal to determine if the added content will benefit you. Even if you decide to upgrade to the latest, it will not affect your current activated content.
