Hello,
1) Installed JAVA 7 update 51 (Must be same version not more then that)
2) add Exception Site List From JAVA Control Panel as per the screen shot
3) Security level should be medium and checked Enablled JAVA Content in the browser.
4) Save and close all the browser and try to open Web I Modify mode in Internet explorer. Pop up should be enable in Internet Explorer.
If still it persist error then i would recommended to raise incident in SAP.

Hi,
In my scenario, We have SAP BO 4.1 SP4 Patch 3.
When we have upgraded JAVA 8 then same error was given when i tried to open web intelligence reports. Even after minimize security level, it was not getting resolved then we have removed JAVA upgraded version 8 and problem has been resolved.
Might be you faced similar issue, in this case, you have to removed JAVA upgraded version.
