the only way I could think of is creating 13 test plans and assign the case to a different tester in each plan.
Not knowing your project, I feel like this is somewhat of a niche case, as I usually see each test case being executed only once per test cycle.
Wouldn't executing the same case 13 times be a massive duplication of effort?
Small remark regarding "overwritten": Test results are never "overwritten". You would instead just create a new run for the test case with each execution. Old runs will still be visible. But as only the youngest run is relevant for reporting this does not solve your problem.
