a user complained that he is not able to access Business Objects he is getting the below error
"Account Information Not Recognized: You do not have enough Name User Licenses to make this user a named user. You have XXXX Named User Licenses (FWB 00013)”
so i deleted some users, but still the user is getting the above error
I searched SCN for licensing and got a bunch of results non of them relevant to what i am looking for

In CMC Goto Sessions page. This will list out individual sessions for each user. Check how many active session in the system.

When you click on the properties page of a user in the CMC, you get the following screen:
Notice there you can set the user as concurrent or named. You can do this for any user.
Assuming your license allows it, you can switch some named users into concurrent users.
If you want to see a summary of what your license key allows, you can click on the "License Keys" page in the CMC which will give you a summary of your named and concurrent user information.
If your license only has named users, then as Henry says, this is a license conversion conversation.

what is meant by unassigned named license ?

licenses are either of type Named User License (NUL) or Concurrent Access Licenses (CAL)
a concurrent session may get kicked out by a competing user, if all the licenses are consumed
a named user license guarantees availability
