Differences between trade classifications

Dear experts, 

in Public Cloud we want to implement commodity codes for Intrastat declarations, so far so good. But also we need a classification for the shipping of the goods. Here we thought of the customs tariff numbers, but this also depends on the receiving country. For shipment to, e.g., the US we need to apply the HTS codes and for shipments in the EU we have different codes. But the materials are classified for the customs tariff numbers without any assignment to countries. Is maybe the customs tariff number not the right field for this? We also have Intrastat Service Codes and Control Classes that could be used. But there is no complete documentation on the difference of the 4 codes. How is this usually managed? 

And what also confused me is that in the migration template for the commodity codes classification, there is an assignment to a plant, but in the app to classify the products there is no assignment to a plant. What is the purpose of this? 

I would highly appreciate your help, since it is difficult to find good documentations on this.
