I work as a Financial & management controller, and we are currently implementing SAP, and the PS module is not in scope. I was looking around for a solution to monitor budgets at IO group level, and i came around a solution using WBS (I admit that i dont know what it is yet).
My question is: Can I use WBS without having the PS module?

You can use WBS as account assignments without PS module. but you have to create project/WBS element via T-code:CJ20N and active "project" in controlling area setting of T-code:OKKP.

You have fist to active the Project system in Controlling and then you can use WBS .. its one on controlling object..
also if you need alternative way to monitor expenditure on Asset .. you may refer to below link to explain to you how to monitor and prevent extra spending while asset purchase..

Yes you can use WBS without PS module to use it as another cost object in CO.
