Solution Manager is much of what each poster above said and a LOT more. I suggest you really look into more via SAP's own documentation and literature to understand versus a few posts on here.
"SOLMAN" is Solution Manager.... when ASAP methodology is used , Solution Manager is used to generate and maintain all the project related documents right from Blueprint to user manuals...
Not only the BBP, we can use it sol man for testing, authorisations, and after go live we can use for down loading the new patches and can be used for support environment very effectively.
