Rounding Difference

Hi All,
Why am I having a rounding difference from my AP Invoice to Outgoing Payment? And why was the amount for my USD not rounding for my AP Invoice but rounded in Outgoing Payment?.
My local currency is USD while my System Currency is in PHP.
This is my AP Invoice Journal Entry:
this is when i go to outgoing payments.
