Production order header warehouse code

If the production order is ‘released’ status and components had been issued, when tried to change the header warehouse code and clicked update encountered error ‘Field cannot be updated (ODBC -1029) [Message 131-183]’, however if the user changed the row warehouse code, there is no such error and system allowed it to update.
Is this system behavior or bugs?
