MRP controller is used for planning of materials using MRP or CBP. U can have a MRP run for a particular MRP controller.

MRP controller is the person who is responsible for material requirement planning. He does the whole planning for the material. So Its mandatory to assign a MRP controller for the material used for material requirement planning.
