it there a way to have german and english texts in material master as mandatory fields? We currently only have german text mandatory.

I would recommend to contact your ABAPer regarding user exit implementation which would check that both EN & DE are maintained.

Yes agreed with Stepan's statement, You can check user exit with developer.
