Having two billing documents with the same pricing procedure, I am having different results. If I check Price Analysis, I can identify that a condition record is missing in my pricing procedure, more specifically access 10 is missing, but only for one document. Why this occurs?

is not possible with standard cloud solution. As you mentioned creating new order type is restricted for determining a different price for same sales order.
The workaround solution I can think of is to have a different customer pricing procedure to trigger different pricing in sales order. You may explore the possibility to create two separate BP master records for the same customer if this is an exceptional requirement for very few customers.
