From what you have described you are looking to create a custom field and enable its use in cross-functional processes like sales and procurement. To that end you would need to make sure that field is created for each relevant/respective business context.
The business context of a custom field determines the screens/reports that the field could be extended to. In your case you may need to create the field first for the 'sales document' business context as well as 'purchasing document' and others depending on your precise requirements.
The 'code list' field type allows you to define the drop down values. You could also download/upload list values to define the drop down values. Attached some reference screenshots.
Thanks for the follow-up. Without a screenshot I am not entirely sure as to the context of when you got the error message. That said, this error message at times comes when you have been working with the same session and have a lot of cache stored in your web-browser. I suggest you clear your cache, refresh or open a new session in a private/incognito mode of your web-browser and check if you still receive an error message.

I have create custom fields, I have published them, only remains to adapt UI.
Regards to code list/ drop down value, it means user would be required to access Custom fields and logic app to maintain the value. Is there the other way around it?
Thanks for the follow-up. I tested from my end. As you point, when you are in the Fiori app "manage sales orders" you have the extensibility option to add a custom field whereas when you navigate to the fast entry Fiori screen to create/change the sales order you are not able to add a custom field. This is in line with the available list of UI/Screens that the custom field can be extended to for the business context "sales document."
That said, the custom field can be added to the GUI screen for sales order creation. Please see attachment.
With regards to your question about the values. The key user needs to maintain the available fields for entry in the custom fields and logic app. During sales order creation/processing the end-user will see the values for the custom field fetched from the custom fields and logic app and accordingly enter the data in the sales order applications.

After the fields are published, should I do adapt UI? Or is it not required at all. I think that's where my confusion is. Because some app have adapt UI and some doesn't have.

Thank you for voicing your confusion. ---> When you create and publish the custom fields from the app "custom fields and logic" app and you have enabled the field to the respective screen/UI desired then these fields should by default appear in the app. You would not necessarily have to "adapt UI" again.
Adapt UI really helps when you want to create the custom field on the fly without having to worry about which business context to use because once you click on ' + ' to create a new field when you are in "adapt UI" mode the system automatically brings you to the custom fields and logic app with the business context - pre-determined/auto-filled hence simplifying the end key-user experience.

Let me bother you again. For the custom field, is it possible to put like drop down list where the drop down value (code value are from existing data).
For example, we would like to get value of Sales quotation number in the drop down.

When you are creating the custom field, you can specify the type as Code list and maintain the required values. Users can select these values from drop-down.
