Basic finish date & basic start date mismatch

Basic finish date of sub assembly part in one plant & Basic start date of assembly part in another plant is not same(matching) for few Production orders.

Can anyone please check & suggest how to solve this issue.

Please compare the leads times for both the materials like, In house production time and in routing operations timings etc.
